Fish Lake Conservancy District Board of Directors Meeting February 28, 2009 Chairman Churchman called the meeting to order at 9:20 AM. The following board members were present: Chairman Churchman, Vice-Chairman Jon Dittmar, Larry Wysocki, Larry Wood, Brian Wooed and Kelly Taulbee. Attorney Ethan Lowe was also present. The Pledge of Allegiance was previously recited at the Annual meeting. Chairman Churchman asks for a motion to approve the Agenda. Larry Wysocki makes a motion and Jon Dittmar seconds. Motion carries. Chairman Churchman asks for a motion to approve the minutes from the December 29, 2008 meeting, after correcting a typo - from "finds" to "funds" on page two, also note on page three - under Open Board Discussion - that FLCD had no phone number (Tom Churchman gave his cell number). A motion to approve the minutes was made by Jon Dittmar and seconded by Larry Wysocki. Motion Carried. Claims: Larry Wood - $80.11 (office supplies) a motion was made by Kelly Taulbee to pay and seconded by Larry Wysocki. Motion carried. Glenn Florence - $82.80 (Ad in Walkerton Shopper). A motion was made by Kelly Taulbee to pay claim and seconded by Jon Dittmar. Motion Carries. Reports: Attorney Ethan Lowe: Mr Lowe will file annual minutes with the Circuit Court. Mr. Hollenbeck had talked to the Assessor's Office and the tax bills should go out to taxpayers in the next couple of days, payable in 30 days. After that FLCD will receive a disbursement. A meeting schedule for 2009 needs to be established, and is as follows: April 18, 2009 (Important meeting because board needs to hire a company for weed kill - which needs to be done before the end of May) July 25, 2009 August 15, 2009 - Public hearing for budget September 12, 2009 - Adopt Budget before the 20th, for 2010 December 19,. 2009 A motion was made to set these dates by Jon Dittmar and seconded by Kelly Taulbee. Motion carries. Committee Reports: Administrative: Larry Wysocki - Website is updated. Financial: Larry Wood General Fund: $66,476.00 Cumulative Fund: $92.00 Total: $66,568.00 per Parkison & Hinton Planning: Jon Dittmar Vice Chairman Jon Dittmar said he will get proposals from the companies for week kill - and again stated: We can only kill invasive plants (milfoil and curly willow) and not native plants, like Lilly pads, with our permit. Jon Dittmar said he would ask in his request that the week kill companies try to get a "special permit" to kill some native weeds. He again stated that a homeowner can kill about 625 square feet of weeks in front of their property, without a permit. Vice Chairman Jon Dittmar states that Tony Cunningham did a good job killing weeks, as he was only hired to kill invasive weeds. Scott Banfield did a survey and also stated Tony Cunningham did a good job. Mr. Banfield said it could cost $50,000.00 for week kill initially, and our budget was $44,000.00 Mr. Dittmar will email the LARE program to get a list of contractors for week kill. Open Board Discussion: None. Open Meeting Discussion: Fred Leone, Upper Fish Lake stated that besides weeds, we also need gravel in the area. Said there are many problems with the county in regard to road maintenance, and the lack thereof. Glenn Florence, Mud Lake - Had a question regarding SONAR treatment from Scott Bansfield. Jon Dittmar said we could not treat the lake this way as the water flow was too swift, per DNR. Chairman Churchman states that the Court only allows the FLCD two functions - Maintain traps and control exotic weeds only. Kelly Taulbee said in the past things were done not quite according to the law, so those were stopped. In regard to the meeting notices and information, the conservancy has an email address and will have a phone number, as of next week. We also advertise in the Walkerton Shopper. Kelly Taulbee will post our meeting dates at the Conservancy Building, on the bulletin board. These dates are also on the website.
