Fish Lake Conservancy District Board of Directors Meeting The FLCD meeting was called to order by the new Chairman Larry Wood at 9:03 AM. Roll call was taken and the following board members were present: Chairman Larry Wood, Vice-Chairman Jonathan Dittmar, Larry Wysocki, Jeff King, Jeff Holston, and Attorney Hollenbeck. Absent were Brian Wood and Kelly Taulbee. The Pledge of Allegiance was recited. Attorney Hollenbeck swears in new member Jeff King. Larry Wood goes over the minutes from the July 25th meeting, as they were received at the meeting. Amend those minutes as follows: add Larry Wysocki's name as being present at the meeting, and change the amount of check being deposited from $8.913.86 to $86,913.86. Jonathan Dittmar made a motionm to amend the changes and Larry Wysocki seconded. Motion carried. Claims: 1) Westville Paper (legal notice) $110.13 2) Herald Argus (legal notice) $71.42 Jonathan makes a motion to pay. Larry Wysocki seconded. Motion carried. Attorney Report: Mr. Hollenbeck Attorney Hollenbeck reports legal notices were published for proposed budget. Said our conservancy is lucky to ahve money in the bank, so there is no need to borrow to pay our bills. Attorney opens meeting for public hearing of our budget and no public are present. Mr. Hollenbeck tells board of two new laws governing conservancy districts ... previously the COunty Council received our proposed budget and could give non-binding recommendations - now they can approve, disapprove or reduce. The DLGF since ruled and said conservancy districts are elected boards and no County Council approval is needed. The second allows only @ 3.8% growth rate. Our 2009 budget was $79,750.00 and our proposed 2010 is $82,780.00, less than 3.8%. This concludes the open hearing for the 2010 budget, which will be adopted at the September 12th meeting. Attorney brings up the fact that Brian Wood is a board member and being paid by the district for internet service, thus have Brian sign a Conflict of Interest form at September meeting. Jeff King: regarding board reimbursement - all of the board members want to remain as volunteers - with no one being paid. Old Business: None New Business: None Open Board Discussion: Larry Wysocki - Regarding weeds in front of each home. Homeowners can buy their own chemicals, but don't have to have a permit. A homeowner can threat 625 sqft. Jeff King says his property is good this year. Attorney Hollenbeck has a comment regarding the Marilyn and Robert Plank petition to dis-annex. A motion is made by Larry Wysocki and seconded by Jonathan Dittmar to approve dis-annexation. Motion carries. Attorney explains we have been doing the petitions on a one-on-one basis. Discussion on alternative solutions was conducted. Larry Wood asks for Scott Banfield to be present at December meeting, and other interested parties, to select a weed kill company early, so contract can be executed early.
